Parking is a very important subject in the Trailwood Springs Community. Due to the limited amount of street parking, proximity to NCSU, and width of our streets a parking policy is in place and is regularly enforced. Due to the width of our streets several no parking zones have been marked to allow for emergency traffic to safely get through. Parking policy is set by the board of directors using recommendations from the homeowners and parking committee. For your convenience highlights of the parking policy have been outlined below, please refer to the HOA Parking Policy document for any official parking policy questions/concerns.
PARKING POLICY
BACKGROUND: Here is a little background on our Parking Policy. Long-time residents can remember a time when driving on our streets was almost impossible. How many of you can remember the musical sounds of the trash man beeping his horn very early on Thursday mornings because he couldn’t maneuver through the streets to pick up our trash? Cars lined both sides of the street. Trash and recycling trucks, school buses and emergency vehicles could not get into the neighborhood. After many complaints from the City of Raleigh and our residents, the Board of Directors implemented our current parking policy.
NO PARKING AREAS: The Parking Policy includes “No Parking” areas. Parking is only allowed on one side of the street. These areas are designated by a large, yellow line. Do not park in these areas at any time or your car will be towed.
PARKING BY PERMIT ONLY: Parking in Trailwood Springs is by “Permit Only” Each household has been issued three (3) passes - two permanent Resident passes and one Guest pass. Homeowners have the option to purchase one additional Resident pass per household. Parking tags must be visible in the front windshield of your vehicle. Passes are only required for on-street parking. All vehicles not displaying a valid parking pass will be towed.
TOWING: As stated above, all vehicles parked within Trailwood Springs must have a valid parking pass displayed in the front windshield and cannot be parked in a “No Parking” area. Any vehicle not following these rules will be towed at the owner’s expense. However, at the recommendation of the Parking Committee, the Board of Directors has recently made changes to the towing policy. Beginning in January, the towing regulation, that had been a 24/7 rule, was changed to only apply to the hours of 12:00am to 6:00am 7 days per week. This means that parking without a parking pass is allowed by the residents during daytime and evening hours. The Board of Directors hopes that this will alleviate some of the anxiety that residents have when inviting guests to their homes. There is still no overnight parking without a valid parking pass. The Board of Directors does reserve the right to reinstate the 24/7 policy should the situation worsen or we see abuses to the policy.
NO PARKING ON THE GRASS: Parking on the grass is strictly prohibited within Trailwood Springs. At no time is it permissible to park your car, truck, motorcycle or any other vehicle in your yard. Offenders are given three written warnings. After those written warnings, the violation will result in a fine of $100 per occurrence/per vehicle. If you park in the grass, you will pay the price.
